Cosmetics as a makeup, these are things that you put on your face or your body to improve your appearance 

lipstick, eyeliner, blusher,different powders

normally use this with a plural form

To say that it looks like something is better and something has changed, but the problem has not been solved

They made cosmetic changes to make everything look better but it doesn't actually solve the probelm

The strom damaged the building but luckily it was only cosmetic damages, it doesn't damgage anything structurally
