this is an adverb, it means without any possible doubt
when you stole it, you knew full well that what you were doing was wrong

and you are probably even adding a little bit a anger as well.

I think this might be a mistake, you 'know fully well' that what you did was wrong
I am happier to use like this, you 'know full well' that what you did was wrong
