it's the money spent to buy the equipment and the things that you need

it's the first moeny that you spend to do something
it's not the maintenance
the company has a monthly outaly of two thousand dollars on heating and electricity

he needs to change his outlay, the way he spreads things out
the way he displays them

outlying, if a place is outlying, it's far from the center or far from the center of something 
he doesn't live in central London, he lives in one of the outlying areas

somewhere that is outlying is distant from the center

to outlie, to lie outside

you can also use this verb to outlie as in to lie more than someone else

maybe you've got a lying competition with two liars
but that is not very common at all

you could have an outlier, something that lies on the edge
it's not in the manin thing. it's outside the normal place for something
