Arraignment : 죄상인부, 기소인정여부절차, 모두진술, 법정소환, 비난, 규탄
Arraign : (법정)기소하다, 기소인정 여부 절차를 밟다, 비난하다, 규탄하다, 죄를 묻다, 죄를 추궁하다

 

1)
to arraign, formally accuse somebody in a court of law of a particular crime
this is the first step in a criminal process wehre the defendant is formally charged of doing something
the arraignment will be on Thursday at 5 o'clock, this way is very technical and very legal
the defendant was arraigned and pleaded not guilty

2)
you could use this word in your essays to say, to arraign somebody to accuse somebody of doing something or to complain about them
politicians are often arraigned in the press for doing the thing that they should not be doing
to call somebody to account 
to set to criticize them
he was arraigned for his ungentlemanly behavior you have to accuse to complain about somebody
but notice, this is a fairly formal word
the emergency workers were arraigned for not doing their duty
criticized, condemend, attacted, censured
he arraigned the banking system for the many faults that made it unfair for the uses of banking system 
he arrigned the committee as for being biased for not looking at the question fairly 
the board of school governors was arraigned for not taking action about the problem of drugs within the school
