At the moment we're waiting for sunset is when Sun goes below the horizon

Twilight : 황혼, 땅거미, 쇠퇴기, 황혼기, (분명히 정의되지 않는)중간지대의, 불가사의한, 비밀스러운
and then after the sun has gone below the horizon, it's not dark it's not night. there is still light because the sun is shining air into the sky. that is the twilight
Twilight is the period of time between the sun going down and it getting dark

Dusk : 황혼, 땅거미
and the period between then and when it gets dark, that is dusk
dusk is when it gets compeletely dark

But, mostly when we speak we use these phrases interchangeably
you could say for example, he is in the twilight of his years, he is getting old, he is in the last bit
the sunset on the empire, the empire was in its twilight, it's falling apart
we use dusky for example, as saying dark skin
