Envoy is a person who is sent to represent a government or an organization or a group

this is a person who has been delegated to represent a governemtn or something like that
this word is normally used iin political language
someon who has full powers to negotiate and represent their country

you can actually have a political post, called envoy extraordinary or mínister plenipoténtiary, this is a person who is below an ambassador

In a labor relation problem during a strike, maybe there is an arbitration process and both the unions and bosses sent envoys rather than attend themselves personally
